The primary source of information on the transparency.CT.gov site is the state's accounting and personnel system known as CORE-CT1. The CORE-CT system is maintained by the Office of the State Comptroller and contains financial and personnel data from state agencies and quasi-governmental state agencies. Limitations and inconsistencies in the data sometimes occur within the CORE-CT system (and thus appear on this site) because not all agencies participate fully in the system or agencies may use certain data fields inconsistently. If you have any specific question about the content of an agency's spending, please contact that agency directly.
Please note that the identity of payees has been redacted from the "Payments to Businesses and Other Entities" and "Grants" pages when it was determined that disclosure of this information might violate the federal Health Insurance Portability and Accountability Act (HIPAA) or state laws related to Freedom of Information or the protection of information deemed to be sensitive (e.g., certain payments made for witness protection).
Student names have been redacted from the "Employee Compensation" pages when it was determined that disclosure of this information might violate the federal Family Educational Rights and Privacy Act of 1974 (FERPA), which identifies employment records of certain students as meeting the definition of the term "educational records" that are protected by this act.
1. The sole exception is the pensions payment data, which was supplied directly from the Office of the State Comptroller. (These payments are not processed through the CORE-CT system.)
