On July 1, 2019 Public Act 19-102 (PA-102) transferred the responsibility for maintaining the searchable online electronic database concerning state expenditures from the Office of Fiscal Analysis (OFA) to the Office of the State Comptroller (OSC). The Open Connecticut database can be viewed here.
The data on this website will no longer be updated. Archived information will continue to be made available on this website until the transition to OSC is complete.
State Agencies negotiate contracts with vendors to provide services or goods at set prices. The Commissioner of the Department of Administrative Services (DAS) is responsible for purchasing and contracting for Executive Branch State Agencies and allows the public to search for contracts on the State Contracting Portal Search. Other branches of State Government, Towns and Municipalities, and some nonprofits are also able to purchase from many DAS contracts. The state higher education system is exempt from this authority, however.
The contract spending reported is from the State's purchasing system. Not all purchases from State Contracts indicate that a contract was used; therefore, the amounts shown are likely to underestimate the amount of spending against the contract.
